Conceptual knowledge inspires imagination. On the other hand, it is a claim to power as well. Multiple knowledge claims often, therefore, are engaged in a contest. This contest can take the form of several discourses. Extant power structures play a significant role in lending (or not lending) a voice to one or several such discourses. To one with the power to govern, knowledge claims flowing from abstract concepts generated in an elite discourse not only inspires imagination but also often leads (...) to ‘norms’ and ‘rules’ that drive governance in the system which leads to action. Norms and rules define actionability of the conceptual knowledge claim. However, for the one weighed by powerlessness in being governed, knowledge claims often get generated only in action, since an autonomous discourse is often lacking. Yet the sheer powerlessness of the authors of such knowledge claims generated in action leads to its non-celebration. It fails to get elevated. It might also wither away. Such actionable knowledge claims of the powerless often then gets manifested as something like an ‘unvoiced’ or an ‘unvoicable’ discourse, in macabre forms of subversion of ‘norms’ and ‘rules’ of the system that leads to a sense of failure in governance among those with power as well. Power, thus, brings actionable knowledge to the fore, but in two different forms. For the power-holder, it takes the form of a ‘deviation’ from norms and rules in the actionable domain through subversion by the powerless, revealing a gap between knowledge in the conceptual and actionable domain that is reluctantly (often tacitly) tolerated. For the powerless, on the other hand, actionable knowledge is living; negotiating on the ‘deviation’ is an existential requirement. This paper is an attempt to explore these dichotomies, how power (and the lack of it) alters the significance and implications of actionable knowledge. (shrink)

Polycomb group (PcG) proteins maintain the expression state of PcG‐responsive genes during development of multicellular organisms. Recent observations suggest that “the H3K27me3 modification” acts to maintain Polycomb repressive complex (PRC) 2, the enzyme that creates this modification, on replicating chromatin. This could in turn promote propagation of H3K27me3 on newly replicated daughter chromatin, and promote recruitment of PRC1. Other work suggests that PRC1‐class complexes can be maintained on replicating chromatin, at least in vitro, independently of H3K27me3. Thus, histone modifications and (...) Quality assurance in large terminologies is a difficult issue. We present two algorithms that can help terminology developers and users to identify potential mistakes. We demon­strate the methodology by outlining the different types of mistakes that are found when the algorithms are applied to SNOMED-CT. On the basis of the results, we argue that both formal logical and linguistic tools should be used in the development and quality-assurance process of large terminologies.

Formalisms such as description logics (DL) are sometimes expected to help terminologies ensure compliance with sound ontological principles. The objective of this paper is to study the degree to which one DL-based biomedical terminology (SNOMED CT) complies with such principles. We defined seven ontological principles (for example: each class must have at least one parent, each class must differ from its parent) and examined the properties of SNOMED CT classes with respect to these principles. Our major results are: 31% of (...) the classes have a single child; 27% have multiple parents; 51% do not exhibit any differentiae between the description of the parent and that of the child. The applications of this study to quality assurance for ontologies are discussed and suggestions are made for dealing with multiple inheritance. (shrink)

The problem of consciousness has become one of the biggest unsolved problem in philosophy from the last few decades. Qualia and intentionality are the two feature of consciousness. Qualia represents the conscious awareness, subjectivity or phenomenality whereas intentionality represents the understanding or object-directedness. These are the two major issues in the philosophy of mind while we address the problem of consciousness. The objective of this paper is to give an overview of these two features of consciousness namely intentionality and qualia. (...) Qualia is subjective in nature, whereas intentionality or object-directedness is objective in nature. This paper will focus on some major question regarding qualia and intentionality like, do qualia exist? What is the relationship between qualia and intentionality? Can qualia be reduced or to identify with intentionality or intentionality represent the qualia? Science by its nature objective whereas consciousness by its nature subjective so can there be a science of consciousness? And so on. My paper is divided into two parts, the first part will discuss the problem of qualia whereas the second part will focus on the intentionality and subjective-objective distinction both from the epistemological and ontological perspective. Whistleblowing is the public disclosure of information with the purpose of revealing wrongdoings and abuses of power that harm the public interest. This book presents a comprehensive theory of whistleblowing: it defines the concept, reconstructs its origins, discusses it within the current ethical debate, and elaborates a justification of unauthorized disclosures. Its normative proposal is based on three criteria of permissibility: the communicative constraints, the intent, and the public interest conditions. The book distinguishes between two forms of whistleblowing, civic and (...) political, showing how they apply in the contexts of corruption and government secrecy. The book articulates a conception of public interest as a claim concerning the presumptive interest of the public. It argues that public interest is defined in opposition to corporate powers and its core content identified by the rights that are all-purposive for the distribution of social benefits. A crucial part of the proposal is dedicated to the impact of security policies and government secrecy on civil liberties. It argues that unrestrained secrecy limits the epistemic entitlement of citizens to know under which conditions their rights are limited by security policies and corporate interests. When citizens are denied the right to assess when these policies are prejudicial to their freedoms, whistleblowing represents a legitimate form of political agency that safeguards the fundamental rights of citizens against the threat of unrestrained secrecy by government power. Finally, the book contributes to shifting the attention of democratic theory from the procedures of consent formation to the mechanisms that guarantee the expression of dissent. It argues that whistleblowing is a distinctive form of civil dissent that contributes to the demands of institutional transparency in constitutional democracies and explores the idea that the way institutions are responsive to dissent determines the robustness of democracy, and ultimately, its legitimacy. What place dissenters have within a society, whether they enjoy personal safety, legal protection, and safe channels for their disclosure, are hallmarks of a good democracy, and of its sense of justice. Objective Moral distress is a complex phenomenon experienced by healthcare professionals. This study examined the relationships between key dimensions of Organizational Culture in Healthcare (OCHC)—perceived psychological safety, ethical climate, patient safety—and healthcare professionals’ perception of moral distress.Design Cross-sectional surveySetting Pediatric and adult critical care medicine, and adult hospital medicine healthcare professionals in the United States.Participants Physicians (n = 260), nurses (n = 256), and advanced practice providers (n = 110) participated in the study.Main outcome measures Three dimensions of OCHC were (...) measured using validated questionnaires: Olson’s Hospital Ethical Climate Survey, Agency for Healthcare Research and Quality’s Patient Safety Culture Survey, and Edmondson’s Team Psychological Safety Survey. The perception of moral distress was measured using the Moral Distress Amidst a Pandemic Survey. The hypothesized relationships between various dimensions were tested with structural equation modeling (SEM).Results Adequate model fit was achieved in the SEM: a root-mean-square error of approximation =0.072 (90% CI 0.069 to 0.075), standardized root mean square residual = 0.056, and comparative fit index =0.926. Perceived psychological safety (β= −0.357, p <.001) and patient safety culture (β = −0.428, p<.001) were negatively related to moral distress experience. There was no significant association between ethical climate and moral distress (β = 0.106, p = 0.319). Ethical Climate, however, was highly correlated with Patient Safety Culture (factor correlation= 0.82).Conclusions We used structural equation model to test a theoretical model of multi-dimensional organizational culture and healthcare climate (OCHC) and moral distress.Significant associations were found, supporting mitigating strategies to optimize psychological safety and patient safety culture to address moral distress among healthcare professionals. Future initiatives and studies should account for key dimensions of OCHC with multi-pronged targets to preserve the moral well-being of individuals, teams, and organizations. (shrink)

The classical Indian school called Nyāya (literally “logic” or “right reasoning”), is arguably the leading anti-skeptical tradition within all of Indian philosophy. Defending a realist metaphysics and an epistemology of “knowledge sources” (pramāṇa), its responses to skepticism are often appropriated by other schools of thought. This paper examines its responses to skeptical arguments from dreams, from “the three times,” from justificatory regress, and over the problem of induction.

Corporate governance has come to be recognised as a cornerstone of economic reforms seeking to promote stability and growth in developing countries. The Asian crisis of the 1997 was viewed as having roots in poor governance and hence national governments as well as international organisations have sought to promote a strengthening of governance mechanisms. This article investigates governance reforms in India over the last decade. The paper reviews changes in Indian governance codes that indicate a preference of adoption of Anglo-American (...) governance models. A survey of ownership structures of Indian listed companies reveals a mixture of governance mechanisms and a persistence of the "business house model" of governance. The paper concludes that despite external pressures towards an "Anglo-Americanisation" of governance practice, the outcomes thus far reveal the emergence of a diversity of governance mechanisms arising in a path-dependent fashion. Background: Digital technologies such as smartphones, tablets and laptops have become a mainstay part of nearly every household and are gradually being integrated into the lives of both adults and children. We aim to determine the extent of exposure and usage of digital technology by children in their daily activities and to understand the transition in technological preferences and attitudes over the generation. Methods: A cross-sectional study was conducted on 400 children aged 05-12 years living in Prayagraj city of Uttar (...) Pradesh, India, using a pretested interview schedule. Descriptive and bivariate statistics were used for data analysis. The phenomenological method was used to understand respondents’ viewpoints about their preferences and attitudes related to technology. Results: An overwhelming majority of households have television followed by digital cameras, laptops, tablets, kindle and video games such as Playstation. Nearly half of children began to use digital devices from the age of 7 to 8 years. Nearly two-third of the children learnt to use digital devices on their own, and about 12% of them reported often practicing media multitasking. Over the generation, differences are noted in terms of possession, use and perception regarding digital technology. Conclusion: The availability of media content on such devices influences the screen time of children of all ages. The study underscores the importance of parental monitoring and devising a policy to regulate the ownership of digital devices and to reduce screen time to less than two hours per day, especially during early childhood. The habitual action is not only undertaken on a regular basis but also is personalized which has moral significance when we evaluate action and personality. For Aristotle, inculcating virtues through habitual action could develop a moral character. The naturalistic or behaviouristic perspective and the non-naturalistic perspective are two ways to interpret this Aristotelian theoretical position. The naturalistic thesis maintains that habit and character formation is inherently present in the form of disposition in human beings and could be causally related to (...) the neurophysiological function of the brain process. On the other hand, the non-naturalistic thesis upholds a teleological account of the formation of moral character which is grounded in the power of will. This paper, which delves into Aristotle’s notion of habit and its role in the formation of moral character, examines these two theoretical perspectives in order to substantiate the relationship between habits and moral character formation. It also analyses the logical relationship between habits and moral character to show how the moral character is developed by strengthening the power of will. (shrink)
